The House of Representatives Committee on Inter-Governmental Affairs, chaired by Hon. High Chief Canice Moore Chukwugozie Nwachukwu (Omeogo, Ogbaturuenyi Na Orlu), played host to the public hearing on the Bill for an Act to Repeal the National Lottery Act No. 7 of 2005 and the National Lottery (Amendment) Act No. 6 of 2017, and to enact the Central Gaming Bill to regulate the operation and business of all forms of online and remote gaming across the geographical boundaries of the federating units and beyond the borders of Nigeria, provide for the conduct of gaming in the Federal Capital Territory, and enhance revenue generation for the Federation and for Related Matters. This followed its successful second reading on the floor of the House of Representatives on Thursday, February 13, 2025 and subsequent committee referral. The public hearing, which took place on 19th March 2025, marked a significant step in the legislative process aimed at enacting a comprehensive framework for the gaming and lottery industry in Nigeria.
The Speaker of the House of Representatives of the 10th National Assembly, Rt. Hon. Tajudeen Abbas GCON, ably represented by the Chairman, House Committee on Health Institutions, Hon. Dr. Patrick Umoh, served as the Chief Host. The Rt. Hon. Speaker commended the Chairman and his committee for its diligent work, and for carrying out its legislative mandate with precision.
High Chief Omeogo, in his capacity as Chairman of the occasion, reaffirmed his commitment to ensuring that all stakeholders had a fair opportunity to voice their perspectives, provided that decorum and decency were upheld throughout the proceedings.
The public hearing drew a formidable gathering of key stakeholders within the gaming and lottery ecosystem, alongside top government officials. Contributions were made by representatives from the Federal Ministry of Special Duties and Inter-Governmental Affairs, the National Lottery Regulatory Commission, the National Lottery Trust Fund, the Nigerian Data Protection Commission, State lottery regulatory heads, the Office of the National Security Adviser, and the Nigerian Financial Intelligence Unit. Scholars and industry professionals also lent their expertise, offering insights and recommendations aimed at refining the proposed legislation.
Among the recurring recommendations at the public hearing was the need to streamline the two lottery-related bills currently before the National Assembly to ensure coherence in the regulatory framework. Stakeholders also emphasised the importance of explicitly distinguishing the functions of the regulatory agency from those of the National Lottery Trust Fund to avoid overlaps and ensure efficient execution of the good cause projects. Additionally, the Permanent Secretary, Federal Ministry of Special Duties and Inter-Governmental Affairs stressed the necessity of clearly domiciling any newly created agency or agencies under the purview of his ministry, aligning with the existing administrative structure. Other critical concerns raised included the need to strengthen measures for protecting citizens’ online data and personal information, as well as implementing stringent safeguards to prevent the use of online or remote gaming platforms for money laundering and terror financing.
Also in attendance were members of the Committee and other Members of the Green Chamber, including Committee Vice Chairman, Hon. Ime Bassey Okon, Rt. Hon. Princess Miriam Onuoha, Hon. Akeem Adeyemi, Hon. Garba Rabi’u Kamba, Hon. Iyawe Esosa, among others.
Under Omeogo’s leadership, the hearing was conducted with the highest level of professionalism, ensuring that all views—whether in support, opposition, or seeking modifications—were accorded due attention.
